In Manmohan Singh’s absence, Congress goes overboard to show that Pranab is not his natural successor, says ranjit bhushan
At the best of times, succession of power in political parties is a tricky and sensitive subject - never mind if that succession is a temporary one. In Congress, the heart bypass operation of Prime Minister Manmohan Singh this month, has thrown up a question that traditionally comes back to haunt the party from time to time: questions like who would officiate as number one as long as the Prime Minister convalesces?
Those seeking an easy answer would probably be disappointed. In the normal course of things and if succession would be as uncomplicated as party spokesmen make them out to be, Pranab Mukherjee should have been that man, as he is also officially the number two in the Union Cabinet. He dons many hats. As Foreign Minister, Pranab Mukherjee – Pranabda to the political class – has on his daily beat Islamabad and Colombo. A statement a day on Pakistan. A quick 17-hour foray last week to Colombo to assuage the feelings of the Srilankan government. Thrown in between is a joint press conference with British Foreign Secretary, David Miliband.
Back in Delhi, he is also the Union Finance Minister in absentia, chairing vote-on-account meetings, brainstorming with stakeholders and various business bodies and interest groups. In addition, Pranab now heads over half-a-dozen inter-ministerial committees in areas ranging from Telecom spectrum to Finance, and no big decision is likely to be taken without his nod.
Within Congress, he is the senior-most member of the all powerful Congress Working Committee (CWC), and attends meetings of the Central Manifesto Committee, the Central Election Committee, member of the Congress Parliamentary Committee, the Committee on Future Challenges and Opportunities and many other panels whose offices dot the party headquarters at 24 Akbar road.
