s RTI adequate? Despite numerous gaps, the law is still good. The problem is with implementing it.

What kind of problems?
Our laws are a legacy of the British Raj, added to it our 60-year old bureaucracy is not in the habit of delivering information. Even today, they feel, that who are the people to demand information from them. Unless we change this mindset, we may not be able to draw full benefits from the law.

Are amendments to the Act needed?
Instead of amending the law, one should work towards implementing it effectively. Moreover, the government’s intentions on the issue of amendments are not very clear. They want to keep the “file notings” beyond the preview of the Act. If the ‘file notings” are not shown then the very purpose of RTI is defeated.

How can the process be simplified?
The Bihar government has done a noteworthy work on this particular aspect. This can be adopted across the country as a role model. In Bihar people don’t have to travel to the government offices with their requests, they have an access to information through a telephone. You can even record your questions through the phone and the information reaches you by post.
Is the information commissions working effectively?
Commissions attidue toward the PIOs is little soft. The commission says that it’s job is not to impose penalty but to get the information. This is eroding the element of fear among the officials.
Does the Commission have the infrastructure and the facilities to carry out the mandate?
The commission has adequate facilities. The officials in the commission do not know how to work. The paucity of facilities is merely a pretext to hide their inefficiency.
