Honest intention or propaganda can’t serve Africa

VISION: UNITED STATES OF AFRICASetting a vision is a step ahead of accomplishment. However, leaders of African Union have set a vision to establish ‘United States of Africa’ by 2025, which would be the largest economical & political bloc & a potential pioneer of next millennium. But, unfortunately the majestic vision seems to be more of a myth than reality. Perhaps, policy makers’ honest intention to end 500 years’ sufferings from slavery, exploitation & oppression will only gift Africa more pandemonium. Marcus Garvey’s phrase ‘United States of Africa’ in his poem ‘Hail’ created revolutionary movement in the region. Much of the credit goes to Muammar Gaddafi, Libya’s colonel for championing the idea of USA. But, the fact is that the current movement is nothing new but a repeat reverberation of Pan-Africanism. Reality seems to be far distant. Regional interest & external meddling stands like stumbling stocks. Moreover, ethnic conflict is an incurable social disease repelling Africa.

Efficacy of Southern African Development Community which is specialised for development in southern region has been diminishing owing to political divergence between South Africa & Zimbabwe. Similarly, Kenya, Tanzania & Uganda are frantically besieging to revitalise their Eastern community which collapsed in 70s due to ideological & political disparity. Most importantly, underdeveloped nations are yet to realise the propaganda of rich nations like Libya, Nigeria & South Africa. Be it UNDP Human Development Index or transparency in governance, almost all African countries rank terribly low. The region enriched with natural resources unfortunately loses billions (over $16 billion per year) due to conflicts. Thus, before the prophetic vision turns into a nightmare, it is important for Africa to restore order in individual countries first, before thinking of any further integration.

Rising Son(y)?, At the moment, Sony Financials would not see much excitement around it....


Sony’s IPO may spring surprises!

SONY FINANCIAL HOLDINGS: IPOAsk what the word ‘Sony’ means to a layman. Pat would come the reply, “Electronics... of course!” Right he is, and that has always been the promise from Sony Corp., a $48.2 billion electronics titan which took the world by surprise when it announced a phenomenal y-o-y growth of 105.88% in net profits for the first quarter of FY 2007-08 to touch an encouraging $573.5 million, despite rising costs and stiff competition. What makes it a spectacular turnaround is the fact that this comes on the back of an alarming $582.9 million in losses during just the previous quarter. And hoping to ride the high tide, Sony is gearing up to list its financial unit, Sony Financial Holdings on Tokyo Stock Exchange on October 11, 2007, in a hope to raise $3.03 billion in lieu of a 34.5% stake in it. Considering that the markets in Japan lack optimism at the moment (with the recent sub-prime hits coupled with ill-political developments), the question really is whether this strategy of Sony comes at a wrong time.

Koichi Ogawa, Chief Portfolio Manager, Daiwa SB Investments, while speaking to B&E said, “The second quarter of FY 2008 results would be a better indicator to predict the course of the market. At the moment, Sony Financials would not see much excitement around it.... Hence Sony could wait.” According to Merril Lynch, this arm of Sony will contribute to an estimated $509 million in operating profits during FY 2007-08 to the group. But with the recent downturn in the Japanese insurance industry, the entity faces challenging times. With plans to divert funds to revive its ailing games & electronics divisions, Sony seems to have decided against the wait, and perhaps rightly so. In its bid for a comeback, it has to take every opportunity that comes its way...

In an exclusive chat with B&E principal correspondent, Anil pandey the two stalwarts of RTI spoke about impact & future of the ACT

s RTI adequate? Despite numerous gaps, the law is still good. The problem is with implementing it.

What kind of problems?
Our laws are a legacy of the British Raj, added to it our 60-year old bureaucracy is not in the habit of delivering information. Even today, they feel, that who are the people to demand information from them. Unless we change this mindset, we may not be able to draw full benefits from the law.

Are amendments to the Act needed?
Instead of amending the law, one should work towards implementing it effectively. Moreover, the government’s intentions on the issue of amendments are not very clear. They want to keep the “file notings” beyond the preview of the Act. If the ‘file notings” are not shown then the very purpose of RTI is defeated.

How can the process be simplified?
The Bihar government has done a noteworthy work on this particular aspect. This can be adopted across the country as a role model. In Bihar people don’t have to travel to the government offices with their requests, they have an access to information through a telephone. You can even record your questions through the phone and the information reaches you by post.
Is the information commissions working effectively?
Commissions attidue toward the PIOs is little soft. The commission says that it’s job is not to impose penalty but to get the information. This is eroding the element of fear among the officials.
Does the Commission have the infrastructure and the facilities to carry out the mandate?
The commission has adequate facilities. The officials in the commission do not know how to work. The paucity of facilities is merely a pretext to hide their inefficiency.

A thousand lives ruined at the cost of few mistakes


JUSTICE: DEATH SENTENCESo much for thinking that no punishment could be worse than a life sentence. Needless to say that abysmal deaths happen in the prisons owing to gang rivalry, which ends up with quite a few casualties. The dismal medical facilities available makes many to wonder where does the Rs.3.8 crore that Tihar jail claims to spend on medical treatment annually. Compounders or registered practitioners are summoned, whose visits more than often do not materialise. The food available sometimes might just be a dish made out of grass & roots. Around 400-800 prisoners use the same sanitation, blanket meant for one is essentially shared by three while a tuberculosis patient would have to huddle up with two other prisoners under one blanket & encouragement of prostitution right inside jail by the wardens themselves are apt examples of how beleaguered lot the prisoners are. How much more pain does the undeserving prisoners have to witness for a crime which was committed perhaps only once??

Unmindful of dissidence, Modi wants development as his poll plank,polls will decide whether his tactics of mixing politics with development is a sound one or not?

Development guru of Gujarat politics Its being touted as a war between development and politics. Gujarat Chief Minister Narendra Modi wants to contest the forthcoming Assembly elections in the state on development plank, but his detractors within his party, intend to pin him down on various charges. Such activities have tremendously increased after the announcement of schedule for Assembly elections. “He is a paper tiger who has been projecting his predecessor’s achievements as his. He has lot of skeletons in his cupboard, which are bound to tumble out with time”, claimed party M.P. and former Union Minister Dr. Vallabh Bhai Kathiria, while talking exclusively to B&E.

These comments are indicative of not only the hastened political activity in the state but also the growing dissent in Gujarat BJP. The fact is that disenchantment with the Modi-style of functioning is on the rise. While rebels claim they have support of over 30 BJP legislators and four MPs, Modi camp claims that most of them are non-performers. The chief minister has a blind support of BJP high command which has just refused to lend an ear to the dissidents. In Assembly polls, Modi wants to replicate the formula unleashed by him in the municipal elections last year - change the candidates and overcome anti-incumbency factor. He did not repeat even a single corporator in those elections. The strategy worked and he won all the corporations decisively.

The dissidence emanated from Modi’s reluctance to share power with colleagues. The polls will decide whether his tactics of mixing politics with development is a sound one or not?

His words are shocking, hilarious and surreal – about Iraq or India

As an Associate Editor with the Washington Post, widely read by American policy makers, Chandrasekaran is the newspaper’s resident Iraq expert. He is tireless, ambitious, and ferocious; in 2003 alone, he wrote 140 front-page pieces for the Post from Iraq. He nearly died in October 2003 when a bomb exploded outside Baghdad hotel, where he was interviewing a member of the Iraqi Governing Council. “The window behind me, if it hadn’t been coated with Mylar (strong polyester film) three days earlier, I wouldn’t have been here,” he told rediff.com. After his Iraq stint, he wrote a book, Imperial Life in the Emerald City: Inside Iraq’s Green Zone, which was described by the same website as “shocking, sometimes hilarious, and often surreal account of what went wrong with president George W. Bush’s war in Iraq.” He has traveled to and worked in India for the same newspaper. He reported on the developments in India and Pakistan after America was shocked and angered by 9/11 terror attacks. He described how nuclear neighbours nearly went to war after New Delhi seriously considered whether to “strike at Pakistan-based militant groups that officials here hold responsible for a recent attack on Parliament.” He detailed out the troops’ build-up on both sides of the contentitious border. He wrote on the Gujarat riots in 2002 that traumatised both Hindus and Muslims. “Hindu and Muslim leaders said they expected the strife to lead to a redrawing of demographic maps in Ahmedabad, Gujarat’s capital, and other places in the state,” he said in a March 2002 piece for the Washington Post. “Now either they can live here or we can live here. We both can no longer live here. The divisions are too deep,” he quoted Sand Kumar, a Hindu who was moving his family’s possessions out of a predominantly Muslim area in central Ahmedabad.

Over the next few years, once they had enjoyed their riches, the next logical step for them was to meddle with local politics, directly or indirectly.


The late 1990s was also a period when India stormed into the global services arena. Names like Wipro, Infosys and TCS became the new buzz words among global techies. Indian engineers seemed to be at the cutting edge of the virtual world. These successes spurred the Bangalore Brahmins to become Bay Area businessmen. Thousands of conservative south Indians, who winged their way to the US latching on to H-1B visas, became materialistic maniacs. They became entrepreneurs, not once but several times. They became the new millionaires and billionaires, and the wealthiest immigrants.

During a visit to the Silicon Valley, I was trapped at a New Year Eve’s party attended by budding, successful and hopeful Indian entrepreneurs. Almost everyone that I met only talked about his new ‘million-dollar’ idea, how he had sold 2-3 firms in the past for hundreds of millions of dollars, had purchased a million-dollar house on the hill or was planning to do so. Money was the only conversation there. The only break they took was when the clock was about to strike 12. For minutes they celebrated, danced, swayed, and then returned to their most favourite pastime.

Over the next few years, once they had enjoyed their riches, the next logical step for them was to meddle with local politics, directly or indirectly. Which they did. They became a part of the movers-n-shakers clubs in Washington, they organised fund-raising dinners and lunches for presidential and other candidates. And, more importantly, they lobbied for issues that could impact their businesses, like the move by the US to restrict H-1B visas. When they got some free time, they also discussed sanctions that had been imposed by the US on India after the latter’s nuclear tests. Now, it was time for them to join hands and form informal or formal groups that would actively take up issues concerning India and Indian Americans. What further galvanised them was the possibility of a civil nuclear deal between India and the US. It would, in one stroke, remove the spectre of sanctions. It would enable India to confidently walk out of the nuclear apartheid club, where it was shunned by developed nations. It would set in motion a process that would complete the bilateral bonding.

According to Robindra Sachdev, founder of Imageindia, there are 1,000 people – many faceless – who worked on convincing American Senators and Congressmen about the potential of the deal. Cutting across Republicans and Democrats, such independent lobbyists began to convince American legislators. They used every trick in the trade to achieve the objective. Suddenly, it transformed into a semi-organised movement and reached a peak when the two countries inked the agreement.


I was stunned when I approached the US embassy in New Delhi to compile this list. They told me point blank: “We don’t really know who they are. We are not in touch with them. They have become so powerful that they can contact any policy maker in India or America on their own. They don’t need our help anymore.” When I narrated this to one of the lobbyists, he laughed and said, “It’s true. That is what has changed in the past few years. Sometimes, the embassy gets angry with us too.”

One can’t understate the role played by Presidents like Bill Clinton and George Bush in pushing for closer bilateral ties and, hence, enable Indian Americans to become a part of the decision-making process. Clinton danced with Indian villagers in Rajasthan, Bush didn’t visit Agra but delivered a speech to the joint Indian Parliament. The same was happening at Tier II level. The number of Senators and Congressmen who form the India caucus has grown at a whopping rate in the past few years. Sure, there are some who are also a part of the Pakistan caucus, and even chair or co-chair the latter, but they take a conscientitious stand on India on specific issues.

The times, they have changed. If you wish to hail a cab in New York, talk to Bhairavi Desai. If you wish to study urban finances, contact Natwar Gandhi. If you hope to justify India’s stance in WTO negotiations, send an e-mail to Jagdish Bhagwati. If you need to wipe out corruption and incompetency from your state, there’s no better person than Bobby Jindal. And if you want to do anything that concerns India, talk to Robindra Sachdev and Sanjay Puri. They are the new faces of influence in a society that has become a global melting pot where caste and race are beginning to lose their grip.

PRESIDENTIAL RACE: LEBANON The Lebanese Parliament Speaker Nabih Berri recently announced a further delay in presidential elections which was scheduled to be held on October 23. The Lebanese president is elected by Parliament, not by popular vote. So far, the ruling coalition & the opposition led by Shiite party Hezbollah have been unable to reach a consensus on a candidate. According to many observers, if the 128-member Parliament fails to elect a successor to President Emile Lahoud before his term ends on November 24, the consequences would be unpredictable. Though the speaker has announced that a new parliamentary session has been scheduled from November 12, not many are hopeful that the election would be carried out smoothly.

The differences between the pro-Western government of Prime Minister Fuad Saniora & the powerful opposition Hezbollah have paralysed the government for past 11 months. Given the ground situation, it is illogical to assume that Hezbollah would support the Saniora Government to elect a president of its choice. Similarly, the government too will not settle for a pro-Syrian candidate supported by Hezbollah. The West, which is looking for an opportunity to further isolate Syria in the region, has jumped onto the scene accusing Syria of deliberately attempting to block the Lebanese elections. “Lebanon is sitting on a powder keg; undue interference of Syria has made the situation volatile. There is a planned conspiracy to pull down a democratically elected government. There is a need for dismantling the Syrian apparatus first; elections can wait....” Ziad K. Abdelnour, editor of Middle East Intelligence Bulletin told B&E.

It is now the Lebanese population which can stop the country from becoming a theatre of war between Western style liberal democracy & the political Islamist world view.
