Entrapped in comfort zone

IIPM Ranked No. 1 B-School In Global Exposre - Zee...

India is failing to create the next wave of iconic entrepreneurs....

While the 80's witnessed the ascent of Dhirubhai Ambani who changed the very paradigm of business in India, the 90's were testimony to New Age entrepreneurs like Azim Premji, Narayana Murthy, Sunil Bharti Mittal and the scions of established business houses like Kumar Mangalam Birla and Ratan Tata, who were willing to keep aside the Third World inhibitions and tackle globalisation head on. A decade down the line, while many traditional business houses which flourished during the license raj, floundered, New Age companies that defied established norms and embraced the benchmarks of globalisation not only flourished, but started giving many of their foreign counterparts a run for their monies. This defiant global aspiration has not only made Reliance, Infosys, TATA, and Bharti household names, but through their founders, 'Young India' found its New Age icons. Entrepreneurship became the buzzword for the Gen X, and most B-school or engineering students now have faith in the phrase ‘India can’, and that even they too have it in them to make it big. No wonder then that it has become a norm that many are giving up their cosy corporate jobs to jump into entrepreneurship. Most prefer to start something in the field they have worked for years and though innumerable such companies have been started, most are either in the field of IT, advertising, restaurants or small time manufacturing. Though it’s a great sign, the sad part of this fairy tale is that India is yet to witness the next wave of path-breaking, norm-defying endeavours that were witnessed in the eighties and nineties. Business for many is just becoming a substitute of job and for reasons obvious, remaining small in size and impact. The likes of Narayana Murthy or Azim Premji were not just entrepreneurs but visionary pioneers who changed rules. Sadly, that isn't getting repeated.

Today’s generation has got much more in terms of education, opportunities and support systems. Yet, it has got so hooked on to that expensive urban lifestyle that it’s becoming far too difficult for them to come out of their comfort zone and give it up all for a single minded devotion to accomplish something big in life. Sadly, nowadays it isn't the one who saves but the one who spends, is considered rich. Once lifestyle reaches that level, it becomes far more difficult to curtail when time demands. Yet, entrepreneurship comes with the condition that during the gestation period, income would be low and cost control a necessity. Surprisingly, most iconic entrepreneurs had modest backgrounds. Perhaps, the reason why they never hesitated before taking the big leap and bet it all on something big. And it is this very hesitation of the present generation that is stopping the arrival of the next round of iconic change agents to transform India's potentials into reality.

Goldman Sachs’ prediction of India becoming the second largest economy by 2050 ($38.2 trillion GDP) cannot be achieved with mere dependence on outsourcing contracts from the US. It can only happen by unleashing a new era of entrepreneurship paving way for thousands of trendsetting, world beating companies. That, sadly, cannot happen till the time this generation comes out of its comfort zone and dares it all for igniting the future of India.

Abbas-hamas head-on again

IIPM Ranked No. 1 B-School In Global Exposre - Zee...

The militia faction denounces Fatah's 'harassment'

The Palestinian Authority's central council has designated to appoint Mahmoud Abbas as Palestinian president. It is largely a figurative office, as a Palestinian state is yet to be formed. The position has been vacant since Yasser Arafat's death in 2004.

Meanwhile, Mahmoud Abbas – who is facing a mounting challenge from Hamas to the authority of his rule – threatened that unless the Palestinian resistance group decides to reconcile with his Fatah movement, he is going to annouce fresh elections. Abbas threatened to issue a diktat early next year that will make both Presidential and Parliamentary polls mandatory. His term in office ends on 9 January. Hamas hurriedly discarded the bid, saying the thought itself was “unconstitutional".

“It's a symbol indicating the political problem that Abu Mazen (Mahmoud Abbas) and his group are facing while he is going to lose his official position as the (president) of the Palestinian Authority,” said Mahmoud Zahar, a key political figure in Hamas.

Hamas, which successfully orchestrated a bloody capture of Gaza in June 2007, and Fatah, which reigns over West Bank, were to hold discussions this month at Cairo in an attempt to resolve their differences. However, Hamas pulled out of the move at the last moment, in protest against what it called “continued harassments and arrests of its cadres by Abbas’s security forces” in the West Bank.

There were also misgivings about whether Israel, which controls mobility in the West Bank, would consent to polling. Reacting on the move Hani al-Masri, a Palestinian affairs expert based in Ramallah, told TSI, “In the present situation of mistrust, the fresh poll will only deepen the divide between the two factions. Of course we don’t want a situation where Fatah and Hamas hold their separate elections in West Bank and Gaza respectively. It will be disastrous. It will be a point of no return.”

Hamas's 2007 obliteration of Fatah in Gaza evidently exemplified the maxim that “power grows out of the barrel of a gun,” while the organisation’s conformity to the June 2008 armistice with Israel demonstrated its strategic litheness. Pressure from Israel and the PA in the West Bank almost certainly underpins Hamas's resolve to brace its grip on Gaza and to swell its martial wherewithal.

“Terrorists are using new tactics”

IIPM Ranked No. 1 B-School In Global Exposre - Zee...

On the backfoot over the Mumbai blasts, Minister of State for Home, Sakeel Ahmed, tells Pramod Kumar there's no need for promulgating a new anti-terror law.

After the Mumbai holocaust, has the government reached any definite conclusions?

The Prime Minister has made a statement that the government was undecided on a new law to fight terror, because extant laws are adequate. BJP says Congress is not serious about fighting terror.

The BJP is in the opposition and they can make these allegations. But when the NDA was in power, terrorism in Jammu and Kashmir and Naxal violence had peaked. We feel POTA-like laws have been totally ineffective.

Is Mumbai a case of intelligence failure?

This is the imagination of the media and certain opposition politicians. There is no question of intelligence failure in Mumbai. Yes, you could say that terrorists are increasingly using new and novel tactics for their strikes.

Desperate times call for desperate measures. The global financial imbroglio’s next casualty is the job market, as corporates across the globe are scal

IIPM Ranked No. 1 B-School In Global Exposre - Zee...

Goldman Sachs, the troubled investment bank, once known as the Wall Street messiah, along with Merill Lynch, Lehman Brothers and Morgan Stanley, is facing the heat as well. The bank lost close to $1 billion in less than nine months this year. As repercussions, after its major operations across the globe, its offices in India will lose close to 50 jobs. “This phenomenon definitely affects the recruitment industry as well, and we see our database getting thicker. Also, within our industry, we see lots of players cutting down on their extra muscle. This is expected to last for at least one year from now,” opines C K Santhakumar, Director, TRITIUM Consulting.

What's next? Credit card major American Express is not far behind either. The company has major operations in India, which primarily deal with finance, accounting and tech support. According to sources, about 150 jobs will be gotten rid of soon at AmEx's India offices. AMD, the American semi-conductor manufacturer, on its part has, however, not confirmed any job losses in India at the moment. According to K Panda Rajan, Managing Director, Ma Foi Management Consultants, “Boom and bust cycles of economy are routine phenomenon. In the last 16 years of our service, we have seen more than seven such cycles. Some of these cycles were localised, while some like the post Y2K were diversified. In every such bust cycle, some people are bound to lose their jobs and the current situation is one such.”

Amid fears of job cuts in the face of global economic crisis spilling over to India, PM Manmohan Singh had to ask industry leaders to refrain from large scale layoffs. But as far as the Indian bandwagon is concerned, there are some ‘here and there’ skirmishes as well. Larsen & Toubro’s IT arm, L&T Infotech (a global IT services and solutions provider) is about to do some load shedding by showing the pink slip to close to 500 employees out of its total of 5,000. Another major Indian company affected by the downturn is Tata Motors, the country’s largest and the world’s seventh largest commercial vehicle manufacturer. With a decline in sales of over 28 per cent in the month of October this year, Tata Motors has decided to shut down its plant in Jamshedpur, Jharkhand, for three days a week. Arch rival Ashok Leyland, on its end, witnessed a whopping 50 per cent decline in its sales and has taken the same route as Tata Motors, restricting production to only three days per week. “Big companies must have the foresight so that the work force must not become redundant later,” says Emami’s Aggarwal.

A cornered cat

IIPM Ranked No. 1 B-School In Global Exposre - Zee...

Dr. Laurie Marker, Founder, CCF on the blue-print that rescued cheetahs in conflict and could perhaps help many other species

Andronicus Tjituka grew up on a farm with his grandfather, where he developed a love for farming. After jobs in the city made buying their own land possible, Andronicus and his wife found a property in the Hochfeld area of Namibia and set up their farm.

In October 2007, after losing some live-stock to predators, Andronicus saw a cheetah on his land and shot it. The cheetah was wearing a radio collar. He reported the kill to Namibia’s Ministry of Environment and Tourism, who then contacted me. CCF (Cheetah Conservation Fund)had collared the cat, and data generated by the collar revealed that the cheetah had only just arrived on Andronicus’ farm and couldn't have been responsible for livestock lost. We visited Andronicus, explained what we do, and showed him the map of this cheetah’s movements. Andronicus realised he hadn’t targeted the right animal and regretted killing the cat.

When we visit a farmer who has killed a cheetah, we do not chastise them because that is not taking into account the fact that the loss of even one goat can be financially devastating to many farmers. Instead, we look at how they manage their herds and make suggestions that will protect their animals from predation.

We told Andronicus about our courses that teach farmers nonlethal methods for livestock protection. He immediately signed up and is now confident that he will experience fewer losses.

Mahatma Gandhi once said, “Be the change you want to see.” That sentiment encapsulates CCF’s approach to saving the cheetah: showing one individual at a time how they can make a difference.

I fell in love with the cheetah the first time one looked me in the eyes with that penetrating stare. Unfortunately, over the past century the wild cheetah population has plummeted with a world-wide population of only about 10,000 individuals in Africa and less than 100 Asian cheetahs in Iran. The cheetah was deemed extinct in India in the 1950s, although re-introduction is being considered.

In 1990, I moved to Namibia to try to save the cheetah. My first goal was to find out why farmers killed cheetahs. I found after a two-year survey that the cheetah was blamed for much of their losses. Additionally, farmers admitted that they killed cheetahs as a preventative measure, not in response to actual livestock losses caused by “conflict animals”.

My next step was to change that. One successful approach used in Namibia is the conservancy concept, whereby farmers group together and collectively manage a large, contiguous unit rather than small patches of fenced land. This allows for a more natural system and predators are retained as an integral part of the system. Another extremely successful program, started in 1994, is CCF’s Livestock Guarding Dog Programme. The Kangal Anatolian Shepherd dogs, used in Turkey for 6,000 years to protect livestock, are bred by CCF and donated to farmers across Namibia. To date, more than 300 dogs have been placed on farms with participating farmers reporting up to 80 percent decrease in losses.

Since its founding in Namibia in 1991, CCF has had great success with farmers living with cheetahs on their land. Approximately 500 of the nearly 800 cheetahs turned over to CCF have been released back into the wild. In August of this year, a small box containing four live cheetah cubs arrived at CCF. The baby cheetahs, only two days old, had been cut out of their dead mother by the farmer who had shot her. Those precious cheetah cubs will live their entire lives at CCF—and dozens of other cheetahs died—because this one man did not know how to protect his animals from predators. I will never have the privilege of patting myself on the back for CCF’s accomplishments until every farmer, in every remaining cheetah range country, knows that CCF is available to help them live peaceably with predators.

Crocodile Dandy

IIPM Ranked No. 1 B-School In Global Exposre - Zee...

Romulas Whitaker is a conservationist with a difference. Rom's heart beats for some of the most venomous and dangerous creatures on Earth. Founder of the Madras Snake Park and the Madras Crocodile Bank, this 'American-Indian' tells his story to Indira Parthasarathy

Snake love

Almost all children are initially fascinated by reptiles and snakes; it’s the parents who freak them out. In my case, I have a mother who was extremely supportive and just as fascinated as I was with snakes. And the advantage I had was that we lived in a place where there were no venomous snakes (northern NY State). By the time I was four-five years old, I was bringing snakes home. And the encouragement she gave and buying me children’s books on snakes was what set the ball rolling.

Stint abroad

I came to India (Bombay) with my mother and Indian stepfather and then went abroad for my studies. I was a merchant sea-man; a waiter, did all kinds of American odd-jobs, but the professional aspect of my career really started when I worked for the Miami Serpentarium (MS). There’s a guy there – now 95-97 yrs old and still handling snakes – Bill Haast, who had at one time the biggest venom production centre in the world. It was basically a combination of a reptile exhibit like Croc Bank, but also a venom production centre, which is like the Irula Co-operative. We were all snake catchers. We were like the “white tribals.” Except we went out in cars. I learnt how to extract venom, process venom, and learnt about the market for venom and that’s what I taught the Irulas here.

On staying on in India

I grew up here and I felt much more at home than anywhere else. I think the challenge and interest of working with reptiles here was much more than in the US. While there are thousands of people doing it there, in India when I set up the Snake Park in ’69, there were only the tribals doing it and the snake charmers. Now though, snake rescuers are there aplenty – my friend Anees Mohammed in Bangalore, Snake Park in Mysore, Gerry Martin – large range of people interested in snakes as compared to those days. My peer group was the Irulas and they taught me a lot about stuff in the field. I might have taught them how to process venom, but they taught me all about how to find snakes which is a good thing for any budding herpetologist.

Chaotic Centre, BJP to lose states

Venus, the planet of luxury and wellness has been a major factor in India’s fate for the past 20 years. This is amply reflected in the great strides India has taken over that period. However, at present, Ketu will play a spook: its temperament does not dine together with Venus. From November 4, 2009, Ketu sub dasha will play a major role in the main mahadasha of Venus. Result: chaos. The 2009 general elections’ result will have no single party form the government at the Centre, and which party comes, it will not complete its term.

Congress: Presently with Venus in the 11th house along with Jupiter is good. In astrology 11th house indicates huge gains by friends, well-wishers etc. Congress will not win as many seats it had won in the last election but it shall be in a position to call the shots due to its alliances. However, a precise prediction can only be made after the poll dates are announced.

BJP: In this party’s case, since it has a Venus-Mercury combination - which is good - we still believe that the party will do well in this election but to get a mandate will not be an easy task.

Delhi: The charts of VK Malhotra and Sheila Dixit are not too different, but going by all considerations, there can be no better time or opportunity than now for the former.

Rajasthan: Vasundhara Raje might manage to manipulate MLAs and come back, but chances are she will go down fighting. Madhya Pradesh: Shivraj Singh Chauhan, with his Moon chart showing Jupiter leaving Sagittarius on December 9, 2008, is a sure loser! Chhattisgarh: Raman Singh beware: Saturn’s sadey saati in operation, so the least said the better!

“I sleep well because no one sleeps hungry in Chhattisgarh”

Where do you see Congress in this contest?

It is sad that a party that had been in power for so long is stealing the programmes launched by us, like the low-cost rice distribution system. It is we who had started the project of distributing rice at Rs three a kilo to below the poverty line recipients. And now the Congress says it would give rice at Rs two a kilo if it comes to power. The skyrocketing price hike presided over by the Centre has broken the back of the people. Communal passion and terror strikes are pan-Indian problems now, but the Congress is unable to rein them in. However, this does not mean we become complacent about a win.

There are allegations of serious embezzlement and corruption against some top ministers in the state.

These are all baseless, politically motivated allegations. Those who have evidence can bring them to me. I shall have them investigated. The Congress has not been able to pin down the government on any issue in these five years.

What do you think is the mood of the public… have you gauged it?

Having toured across the state, I see the people wanting the BJP for a second term. There is no discontent in any section of the people. From pauper to rich men, everyone has appreciated the developmental work of our government. In fact, farmers are overjoyed that in addition to the Central government purchasing rice at support prices, we at the state government level too have purchased rice from them. That is the difference between Congress and BJP: we purchase rice, they buy up MLAs.

What has been the highest achievement during your tenure?

I sleep well now because no one in my state sleeps hungry. We have sold rice to 36 lakh families at just Rs three a kilo. Also, the people trust this government additionally because of our projects like salt at 0.50 paise per kilo and total electrification.

If you are given a second shot, what would be your priorities?

Top of the agenda is to finish off naxalism in Bastar area. The other most crucial areas would be relief for drought areas and higher amount of rice purchase.

Voters hide, rebels decide?

ZEE BUSINESS BEST B SCHOOL SURVEY

Independents seem to hold the key for next Assembly

With people in the Valley turning anti-election, and rebels dogging all the parties, it seems independent MLAs will play the key role in deciding who takes the treasury benches in this state. People are consciously keeping away from election rallies, indicating the voting likely pattern. Among the first phase constituencies, there is no visibility of an election campaign. Last week, people tore off banners and posters of political parties. It seems mainstream political parties in Kashmir can only hope for a miracle to drive voters to the polling stations.

The political landscape in the state dramatically altered after the Amarnath land controversy. Many consider the situation in the Valley similar to that of the early 90s. However, this time separatists are carrying the sentiments of people in the Valley. On the other hand, Jammu has slipped from the hands of mainstream political parties, with people raging against ‘discrimination in the hands of Kashmiri rulers’.

But the most notable aspect of the polls this time is that with the parties’ decision to field only ‘winning’ candidates, there is an army of rebels, and they could well be deciding the future government here. Surprises are expected from several constituencies due to the division of votes, with rebels staying in for the contest. While some rebels have the better chances of winning independently, several others will play lead roles in the defeat of their party candidates by dividing party’s vote in favour of rivals.

Three of the four Assembly seats in Rajouri district have rebels contesting against their own party nominees. None of the rebels of major political parties -- National Conference, Congress, People's Democratic Party and BJP – stayed away from the elections for Darhal, Rajouri and Kalakote Assembly seats of the bordering district.

So far as noise making goes, the PDP election manifesto – titled 'make Self–Rule happen' – echoes its role of filling the political space between separatist and mainstream parties with its soft separatism agenda. It emphasise bringing Jammu and Kashmir politically, economically and constitutionally closer, foreseeing a "shared sovereignty" of a united J&K between India and Pakistan.

NC president Omar Abdullah released his party's Vision Document for J&K "At the political level, the NC Government will try to convince those who have taken recourse to violence and intimidation as means to achieve their goals to come on the dialogue table," the Vision Document says. Meanwhile, the only party displaying lethargy is Congress despite having ruled the state for three years in coalition with the PDP. Though it is open to elections, the party is yet to release a poll manifesto. While former chief minister, Ghulam Nabi Azad, will spearhead the poll campaign, the party lacks a concrete programme to approach the elections held in an environment of strife.

Man in the Mirror: Kiefer Sutherland

Ranked No. 1 B-School In Global Exposre - Zee...

The highest paid actor on television, Emmy and Golden Globe award winner, Kiefer Sutherland talks about the new season of 24 and his upcoming film Mirror...

Have you finished shooting the next season of 24?

We're filming at the moment. Because of the writers' strike we will finish the entire season by November. And it will be the first time in our history that we would have finished all 24 episodes before we show one, which is fantastic. That alone has allowed the writers to really craft something as opposed to having to work under a tight schedule. Disappointing as the writers' strike was, it allowed us to make what I believe is the best season of 24 we've ever made.

When will that air?

Well, there's a two-hour movie prequel that sets up season 7, which we shot in Africa. It's one of the things I'm most excited about and that goes in November, and then the season will start in January (in the US). I hope that the two-hour prequel will air everywhere – Europe, South America, Asia, US, Canada – at the same time, on the same night. For the second it airs in one place, it's on a DVD and people are downloading it. I don't care about that, I really don't. But I'd like them to see it on a proper screen with proper sound so that it does it justice. Do you find that taking on something completely different from 24 (say, your upcoming horror movie, Mirrors ) during the breaks reinvigorates you?

Yes. And oddly enough, I've found that I do better working in the break (from 24). To play a different character and then to go back to do Jack Bauer, yes it does reinvigorate me. As opposed to the times when I have taken the break for an off, I go through a very odd process of trying to get back into it because I haven't been working for a while.

Sometimes horror films become all about the effects and the story gets lost in the process. How did you ensure that didn't happen?

Alex (Alexandre Aja) and I got along from our very first meeting. And we talked a lot about the structure and the balance of a film like this. And it's not rocket science, but sometimes what I think is lost is the ability to make a film, where if you took out the scary bits, you still care about the characters. You have to care about the characters and have that balance. And so we struck this deal. I said, 'Look, you've written this script and I believe I can make you care about this man, his isolation, the fact that no one believes him and his absolute desire to protect his family. I think I can make an audience care about that.' But I said 'what I need to know from you is that you can scare the hell out of me..' and he took a long beat, looked down and went 'oh yeah..' in that French accent (laughs). So we knew our jobs, we knew our roles. Alex did a wonderful job and from my perspective, he kept his word in maintaining a balance between those things, but that's ultimately for an audience to decide.

Do you believe in letting the audience decide?

Yes, I do. I was the actor who went to see Stand By Me and thought my career was over. I thought the film was great, but I thought I was terrible. And that's when I learned 'maybe I'm not the best judge of that...' I remember when I first read the script for 24 and I never really read the 'real time' thing. I mean I read 'real time' whatever the **** that means, but I didn't really think very clearly about it (laughs). With Mirrors I didn't think very clearly about the fact that I would be looking into mirrors and performing scenes and that I would have to watch myself act. It was the most unsettling part of the film, but it also gives you a great insight into what you are doing because you start to watch yourself do things that are purposefully manipulative as an actor – things that are thought out and meant. To be confronted with that all the time when you are working was very disorientating; but interesting too.

It's interesting, and frightening, the way the film uses an object that is a part of every day life – the mirror – and turns it into something incredibly sinister...

It's rooted in a potential reality. There are mirrors everywhere and you are sitting there going 'I've got a home like that..' You know I had a tendency when I was a child to tell a lie to get out of trouble. Then came the day when I had done really well at school in that particular week and I got the red star sticker for the week and I took it home and my mom thought I was lying. And I'll never forget the frustration. And everything I did to insist that I was telling the truth made me sound like I was lying even worse! I think, on some level, that has trapped us all and this is just taking that to a greater extreme. At first, no one will believe Ben Carson when he tells them what is going on. I think immediately an audience will understand the frustration this guy is going through. Making the audience personalise their interaction with a story is the way to go.

Assam Blasts - Ominous Bloody Thursday

IIPM Ranked No. 1 B-School In Global Exposre - Zee...

It seems fairly certain that jihadi elements, rather than internal ultras are behind blasts

Harekrishna Deka

ex-DGP, Assam & Sr Journalist

India has increasingly become the target of terrorist bombings in the recent past, with blasts in Jaipur, Gujarat, Bengaluru and Delhi taking the lives of scores of people. Had the explosives not been recovered in Surat in time, and had the conspiracies in Mumbai and Chennai not been detected, the catastrophe would have only been greater. That organisations such as Indian Mujahideen that could in reality be a form of SIMI, and that there is a form of jihad that a section of communal extremists now subscribes to as a means of revenge is becoming more apparent by the day.

So, is there a foreign hand that now extends from a neighbouring country, in so far as the blasts in Assam on October 30, 2008 are concerned? One must mention in this context that the needle of suspicion in India’s blasts over the past months has often pointed to Harkat ul Jihadi Islami (HUJI), an organisation that has its roots in neighbouring Bangladesh. The blasts in Assam have meanwhile been claimed by an outfit called the Islamic Security Force of India (ISFI-Indian Mujahideen). The IM suffix, one gathers, could link the outfit to both HUJI and SIMI.

Significantly, the ISFI is not an organisation that has appeared suddenly out of nowhere. It was way back in the year 2000 that the Special Branch (SB) of Assam Police had gathered evidence regarding the existence of such a group. There is enough such evidence to establish that the ISFI at that point in time attempted to organise the Muslim community against Bodo ultra groups such as National Democratic Front of Bodoland (NDFB) and the Bodo Liberation Tigers (BLT), which operated in the lower Assam districts. It was then that the name of Muhammad Mushtaqil, the secretary of ISFI, first surfaced as a terror element who had the support of the al-Qaida and was associated with the al-Omar, an outfit that operates in Pak Occupied Kashmir (POK). One could analyse that the ISFI, which then kept itself beyond the radar of the country’s intelligence agencies used its time to broaden its base of operations. While there were then no established links of the ISFI with HUJI, one shouldn’t overlook the fact that Bangladesh’s HUJI is a creation of the al-Qaeda and that the HUJI called itself the “Bangladeshi Taliban”. One, hence, could believe that the ISFI comprises a sleeper cell of the al-Qaeda.

The name of the United Liberation Front of Asom (ULFA) too has risen in various quarters in connection with the recent blasts in Assam. While ULFA has mastered the science of serial bombings, along with that of handling RDX, ammonium nitrate and programmable timed devices, all of which were used in the Assam blasts, one must take into account the fact that the ULFA has never detonated bombs beyond 10 kgs; according to forensic experts, the bombs used in the latest blasts used anything between 30 kg and 40 kg of explosives. Also to be mentioned is the fact that even if the ULFA were to be responsible for the recent blasts, there would be reason to ask if their actions had the sanction of the outfit’s high command, especially when its commander in chief, Paresh Barua, has denied involvement in the blasts. In the years before the Bhutan operations in 2003 the ULFA, in its secessionist form, is known to have largely targeted government installations, political workers and security personnel. That, however, changed after the Bhutan operations, following which the ULFA did take to bombings. Even then, though, the outfit chose as its targets Hindi-speaking people and commercial areas. There isn’t as yet enough evidence to blame the blasts conclusively on the ULFA, till further and more concrete evidence is unearthed in this direction.

The lack of evidence at this juncture against the ULFA would give credence to the belief that jihadi elements are involved in these blasts. Given the assistance in terms of cars, SIM cards and site selection, it is clear that the blasts this time were carried out with local support. Again, while one does not hear SIMI being mentioned, and while the outfit is not very strong in Assam yet, HUJI and SIMI are now blood brothers. Besides this, the seven armed youths killed on the Indo-Bangladesh border recently by the army which said they were HUJI members who could not be identified on Indian soil, showing that they were not locals. Finally, HUJI or not, there is enough scope to believe that they were part of a terror outfit based in Bangladesh.

The bombing plan that was put in action this time is ominous; it would be wrong to believe that one has seen the end of such blasts. Not apprehending the real culprit based on real evidence would only leave open the door to more such attacks that could perhaps be even deadlier. One must remember that a man called Kari Salim had been apprehended in the year 1999, before his terror group in Assam could be activated.

His interrogation led to the recovery of huge amounts of RDX on the Indo-Bangladesh border in North Bengal by a joint team of the Assam and West Bengal Police. This only indicates that there exists in the northalleast of India a conspiracy by the ISI.
